    Monitoring, guidance, supervision, implementation and report collection of 1201 Gram Panchayats
    in the district are carried out through the Gram Panchayat Department, Zilla Parishad, Yavatmal.
    Gram Panchayat Department Offices
    Total Functions:- :-

    1. Gram Panchayat Administration Function: This function deals with all the complaints of Gram Panchayats as well as various matters under the Maharashtra Gram Panchayat Act. Mainly, the work is done regarding disqualification of Sarpanch, Upasarpanch and members under Section 39 (1) and Section 40. Division of Gram Panchayat and ancillary works are done.

    2. Function-1: This function deals with the work related to the interest of Gram Panchayat officers, in which the work of recruitment, selection, appointment, time-bound progress of Gram Panchayat officers, assured progress scheme, seniority promotion etc. is done.
    3. Function-2: This function deals with the services of Gram Panchayat employees, their salaries etc.
    4. Function-3: This office handles the audit cases of Gram Panchayat Officers.
    5. Office-4: This office handles the resolution of complaints filed in relation to Gram Panchayats and issues orders in this regard.
    6. Office-5: This office handles the resolution of complaints filed in relation to Gram Panchayats and issues orders in this regard.
    7. Office-6: To take action for approval of family pension and retirement cases of Gram Panchayat Officers.
    8. Office-7: To coordinate and work in accordance with the implementation of the PESA Act.
    9. Office-8: To take action on cases of irregularities and objections to accounts and to submit reports.
    10. Office-9: To review reports and confidential reports on collection of District Rural Development Funds, loan disbursement, loan recovery as well as house tax and water tax recovery.
    11. Worksheet-10: Lokshahi Din cases, PG Portal online complaints, complaints on Aple Sarkar Portal as well as Right to Online Information and Right to Offline Information.

    Schemes implemented under the Gram Panchayat Department

    Schemes implemented under the Gram Panchayat Department

    1. Public Amenities Scheme: (District Annual Scheme)
    Under this scheme, basic amenities such as construction and beautification of crematoriums, construction of Gram Panchayat buildings, construction of cement roads within the village, drainage work within the village, installation of solar powered street lights and ancillary works are being done for the Gram Panchayat and the villages coming under the Gram Panchayat.
    The funds for this scheme are provided by the District Planning Committee. The proposals for this scheme are taken from the Gram Panchayat on the recommendation of the Panchayat Samiti.

    1. Central Government Finance Commission Fund Scheme:
    In this scheme, funds are provided from the Central Government Finance Commission funds to Zilla Parishad, Panchayat Samiti and Zilla Parishad for overall development at the rural level. Out of the total funds provided, 80 percent of the funds are provided to the Gram Panchayat level and 10 percent each to the Panchayat Samiti and Zilla Parishad. This fund is distributed from the Zilla Parishad level.

    2. 5 percent fund scheme for Scheduled Areas (PESA Scheme):

    This scheme is for the Scheduled Areas and funds are provided by the Central Government for this scheme. This fund is used for the development of basic facilities of the Panchayat, environment, wildlife and forest conservation, preservation of traditional customs and traditions of the tribals, education, health and livelihood as well as implementation of the PESA and Forest Rights Act. Personal benefit schemes/benefits cannot be included.


    3.Sanma.Balasaheb Thackeray Matoshree Gram Panchayat Bhavan Construction Scheme:

    Under this scheme, funds are provided to the Gram Panchayats which do not have a building till now and have not received any funds for Gram Panchayat construction before. A fund of 20.00 lakhs is provided to a Gram Panchayat with a population of 2000 and a fund of 25.00 lakhs is provided to a Gram Panchayat with a population of more than 2000.

    4.Sant Sewalal Maharaj Tanda Samriddhi Yojana:
    Under this scheme, action is taken to give revenue status to Banjara/Laman dominated villages, construction of new Gram Panchayats and under this scheme, funds are provided to the villages/settlements for roads, drinking water facilities, community buildings, cement roads, drain construction, solar path lights, reading rooms etc. as per the requirement.

    5.National Gram Swarajya Abhiyan:
    Under this campaign, training is provided for the preparation of Gram Panchayat plans and capacity building of Sarpanch, Upsarpanch, members, as well as all Gram Panchayat, Panchayat Committee and Zilla Parishad level employees related to Gram Panchayats.
    Under the National Gram Swarajya Abhiyan, funds are provided for the construction of Gram Panchayats.

    6.Aaple Sarkar Center:
    Aaple Sarkar is functioning at the Gram Panchayat level and through this center, online certificates issued by the Gram Panchayat are distributed to the citizens and B-2-B and B-2-C services are provided. The honorarium of the center driver working at this center and the supply of computers and ancillary equipment at the center are provided from the funds received by the Gram Panchayats through the Finance Commission.

    7. Rajarshi Shahu Maharaj Senior Literary and Artistic Award Scheme:
    Under this scheme, senior literary and artistic awards are given. For this scheme, there is a committee at the district level to select 100 eligible beneficiaries in the district and the application process is online. The beneficiary is given Rs. 5000/- per month as an award through DBT.

    8. My Vasundhara Campaign:
    Through this campaign, every Gram Panchayat in the district is being registered and according to the work done by the Gram Panchayat for the purpose of protecting the environment, information about the work done by the Gram Panchayat based on the five elements of land, water, fire, sky and air is given online according to the number of points and awards are given from the state and the department through this scheme.

    9. Panchayat Development Index (PDI):
    Through the Panchayat Development Index, the data of all the Gram Panchayats in India is made online in the form of questions and answers and after that the ranking of the Gram Panchayats from India is determined. This information is prepared by including 9 concepts and 17 objectives. This includes data from 23 line departments at the Gram Panchayat level and from this, the Village Development Index is determined.
